The real problem here isn't that the government can simply take it. That has happened but mostly to large businesses that the govt. wanted to force to give stuff away.

The biggest problem is that you'll have a hard time getting enough of the local currency (bolivars) to buy a property. You will need to collect a fairly large number of dollars to bolivars on the black market, you don't want to do that at the official rate b/c you'll take an arse raping of epic proportions. Importing such a large amount of cash into any country is, of course, illegal but probably not hard. Converting it and remaining alive is another matter.

An alternative is to approach a homeowner and whisper "Hey I have a lot of dollars" and let him worry about conversion. But I don't know how the law works over there, it could illegal and result in loss of title or some such. Governments in situations like this often make it as hard as possible to use sound currency for such transactions, at any rate.
