Was she talking longer than her allotted time? If so, no issue with what he did.
She also had to move her face like 2 feet to the left to make sure the guy's hand was in her face so she could tell him not to ever put his hands in her face.
That and she made it about race. Not a good look for her in general. Granted, if she was still well within her right to speak, then certainly he shares in the blame, but she still did not handle it well.
