I think he's saying that people who make broad generalizations based only on color are just as bad as racists. And that the cancel culture / PC culture has bullied reasonable people into silence.

This part means that they are judging individuals of a particular race (white) as being racist, but in their fight against racism they themselves are being the racists by the way they are judging and accusing the "racists".

The protestors are judging in a racist way and anyone who explains it will be bullied or worse, so everyone is silenced. In other words, the protestors are using their free speech to "protest", but they are intimidating anyone who uses free speech to call them out on their racism.
