Me too, but in mid 2000's. It wasn't bad when I moved in, but by the time I left, it was pretty bad. I was mugged at gunpoint in front of my place by a group of teenage thugs. Guess where they were from?
One of the things that I hate most about BR crime is that there are so many small pockets of areas located near decent or nice areas. Meadow Bend and the other decent areas along Burbank have to deal with Gardere trash. Brightside has Tigerland. Garden District has some sketch areas bordering it by Government. Government has some nice areas too, but also right next to havens of crime. The area near St Joe's is right by the 'hood just south of there before I-10.
It's just hard to avoid crime when it seems like there is no safe place. Southdowns may be one of the few areas that has a decent buffer.

They would need to level the area and rebuild. I can't imagine how run down those places must be now.

Until the politicians and officials can stop removing themselves from the problem, none of this will change. Until then, out of sight out of mind. That is, until it spreads to the point where they can no longer ignore it, but I'd say that's with all of us.
