That said, it definitely doesn’t sound like the driver was negligent in this case. I was speaking about the circumstances I posted about - adults speeding through neighborhoods during times when kids are very likely about.

We went everywhere as kids, but I lived on a Marine Base. Speeding was basically unheard of, since there were more consequences if you got caught speeding. A Marine can get court-martialed for his kid's bad behavior, under some circumstances.

why anyone would drive over 10-15 mph in that neighborhood, considering its built around a golf course, pool, clubhouse and tennis courts where many kids are playing around is mind blowing

It's a "golf neighborhood", but it's also a large neighborhood with long roads. Memorial Tower Dr., where the accident took place, is almost 1.5 miles from beginning to end. Driving 10-15 mph down that road is a long drive.
There are many kids throughout the neighborhood (often on golf carts). But yesterday's incident was more of an example of unusual circumstances than anything else. There were several cars parked along the side of the street because the parking lot was closed. It was at the beginning of Memorial Tower Dr. So even if someone wanted to speed, it was hard to do so because parked cars were taking up 1/3rd of the road.
My understanding is the kids lived across the street (at least some of them) not far from the tennis courts. I'm sure they've crossed the street many, many times without incident. But on 99% of those occasions there weren't several cars parked along one side of the road. It's a terrible incident, but I suspect they walked/ran out into the road from between two cars or with at least one car blocking the driver's view of the sidewalk. I'm not throwing stones at the kids. God knows there were numerous times when I was young that I probably ran out into the road without exercising much caution. Had a car been coming through at that time. Even if they weren't speeding. They would have hit me. Should the driver here have exercised extreme caution in driving through the area? I'm sure in hindsight they would tell you 100% yes. But it's silly to act like this is a major problem...because it isn't. Pedestrians being hit is not a regular occurrence there...at all.

Your blame also seems to fall on people who drive carefully, as it seems like the kids own the road, and it's the drivers responsibility to keep their head on a swivel in constant concern. Instead of just basic road diligence. Roads are for cars, so responsiblity falls on the people that aren't using it properly to respect vehicles.
I don't know what happened here, but if a kid runs out in the street, where he shouldnt, then the kid has blame too. As it doesn't matter how fast the car was going. The proximate cause wasn't the vehicles speed, but the kid running into the street without dying his due diligence. This isn't some new concept as we were all taught it as kids, but seems like the "look both ways" lesson has been dropped.
I'm not trying to be callous, but emotions need to be taken out.

Nope. Kids have some responsibility, too. There are definitely times when people are driving responsibility aware, at lower speeds and kids still dart out in between parked vehicles giving drivers no time to respond.
Again, my posts in this thread are all based on the scenario I originally posted where parents lined the street dropping off kids. Pulling in and out of those spaces into the road, 100s of middle school aged kids walking and crossing the same street and adults STILL choosing to drive down that street at 40+ mph.

It absolutely matters how fast the car was going.
Mortality rates for pedestrians roughly double for every 10 mph of speed, and mortality rates are significantly higher when hit by an SUV or high front end sedan like a dodge charger.
If you chose to drive a very large car 35 mph through a 25 mph neighborhood and hit a pedestrian, the punishment should be severe.
Drive the speed limit on surface streets. This might mean you need to leave 3 minutes earlier which I know is a pain.

Kids have some responsibility, and sometimes things happen that are indeed accidents.
But I'm a mature adult driving a 3000lb high-performance automobile with every safety feature the Germans know how to make, and I'm smart enough to know that kids are kids.
If I'm driving in a area where they play or live, I really do keep my head on a swivel.
I do feel like the onus is on me, more than them.
