US coast guard regulations give right of way to large vessels going up or down river. If tug was t-boned, tug owns the loss

Maybe, maybe not. The only hard and fast rule is that no vessel in a collision is ever 0% or 100% at fault.

I'm going to be totally speculative and call this a loss of power on tug and current crashed it into the ship

the more accurate wording of the coast reg. covering is that any vessel that can avoid an accident, must do so.

If both vessels in transit (not moored) then they will both have liability. Recording of communications prior to incident would be interesting. Also wonder if the MRTIS, AIS, radar all functioning and monitored
