I'm not treating it, but if they went to the trouble to come up with parameters for use, they must have seen success.

Is it mainly being used on those well enough to go home, or all infected?

If you have an oxygen saturation above 94% and no risk factors you go home and isolate. If you are above 94% but have risk factors or chest xray changes you get hydroxychloroquine. If your oxygen is below 94% or you have chest xray changes you get the med as well.
