Ukraine has no incentive to shell anyone and potentially spark a war.

The separatists due have an incentive to attempt to start a war. Especially if Russia is pulling back.

So my money is on the separTists

Ukraine was a buffer between the NATO and Russia. Putin wants to keep it that way.

We never do any nefarious things across the globe like meddle in foreign elections or install puppet regimes or overtly overthrow governments.

Sorry, the idea that the version of the event you've been told is the universal truth is beyond laughable. The universal consensus in March of 2003 was that Saddam had WMD's too.
