You can get a decent space heater and they are totally safe. Just put it away from drapes and stuff like that. The ones they have out now aren't like the ones we have as kids, they have a lot of safeguards in place. It would save you a ton of money and solve your problem today.

I'm not really sure what dampers are or how to find them. Remember it's not my house. I can't do too much to it without approval from the landlord.

I have closed off a few registers, but again, the problem is the insulation in the walls. The landlord said he tried to get insulation installed but he couldn't reach the walls from the attic without removing the side panelling.

What kind of walls? Panelling or Sheetrock? Is there a window?

Get a small space heater. Hang it from a hook in the ceiling.

Out of reach of the child. Away from combustibles. It's a rental, screw the hole in the ceiling.

If there are dampers in the duct, they are usually at the plenum (the big box where the smaller ducts connect to the unit). Check there for small protrusions that are connected to the dampers which can be adjusted.

If the other rooms are warming but this one isn't, it has to be more than just insulation in the walls. Are other exterior rooms cold too?

Have you considered that maybe he's just fine? Toddlers/infants typically prefer cooler rooms. As long as it's not low 60s, 65-70 is fine. If you dress him sufficiently, ie pants/long sleeves, he's probably okay. If the floor is cold, You can put a rug/carpet down to keep it warm for his feet when he's awake.

Otherwise, lots of good suggestions. Notably I'd start with balancing your heating system. Do you have an attic you can get into? Adjust dampers if you have them (or register dampers), but also verify the room is getting proper flow. Is his room on a split duct? End of the run? It should feel like similar flow as other rooms, and be at the same temperature. It will take some time to heat the room, but you should be able to direct flow to that room and keep it "warm". If your system is not sized to heat a single room (assume all flow directed there), you have a bigger problem.
