I thought so at first as well. Not sure what they based this off of, but Arkansas has I think 6 or 7 wins in the past two years (last year they finished 2-10).
Arkansas St has finished the past two regular seasons 8-4. I know they lost last year's bowl game, not sure if they won or not in 2017, but I know they at least went to one..
But of course you can argue that doesn't mean Arkansas St is the better team. They play in the Sun Belt, but they probably based it on where teams have finished in their conference the past few years.. Because if I was asked which D1 football program in the state of North Carolina was the best, I would have said NC State.
