"Prevented" is quite a stretch.
However, drastically slashing the Center For Disease Control budget along with other related medical research grants all while increasing military spending when things like this virus are obviously a much more pervasive National Security issue seems, at very best, imbecilic in retrospect.

Doesn't sound like something that needs to be a part of the National Security Council or in the White House. There are already federal agencies for this, one is FEMA another is the CDC.
