Kind of, but if the French Quarter was somewhere like Pierre Part, while maintaining the charm and ambience, it would hold no attraction for those interested in doing harm to paying customers.
Plus, the criminal's children would still be in New Orleans so they would not want to make they journey to Pierre Part. It would cramp their time spent parenting.
