Because of government over regulation and cartels blocking entry to the market
It's every similar to napster in a lot of ways, however public support is stronger, it's not as shady and cab companies aren't as strong as the music industry. Even if they were the cats out the bag

No, we are allowed tips. We are not allowed to solicit tips but we do not have to turn them away if given. People will pay a lot of money for convenience and customer service. Cab drivers wouldn't understand that though.
