That's in a different part of the Parish.

If you're sarcastically remarking about the time it's taking to get the u-turns into use, then no. Many of them aren't finished yet

If you're asking from a legal standpoint, yes. You've always been able to do that in the state. Traffic signals were really designed to prevent people from crossing lanes of perpendicular traffic, not from merging with traffic.

Unless otherwise posted, you can always take a right turn or a left turn on red, as long as you're joining the same directional flow of traffic as the first lane you enter into and you're turning from the lane closest to the direction of traffic you're entering into. In other words, you're in the left-hand lane taking a left or in the right-hand lane taking a right, on red heading in that same direction of traffic without crossing any lanes of opposing directional traffic.

No but I have caught plenty of mud holes on the inside turn with my truck/16 foot tandem axle where a curb used to be. I guess I should thank you diesel truck drivers for clearing them curbs away so I don't rash my tires or toss my load.
