follow the money, it's the same here in Arkansas. Small rural school not enough teachers for the backlog of students we would have. Lets make the teachers work harder.

They do it because the statistics for “success” in a school are in part due to graduation / promotional rates, NOT understanding the material.
Hence how you get dumbasses who are all the way through 12th grade but can’t graduate because they keep failing the exit exam.
Kids who are really dumb in one subject are generally promoted regardless of passing.
Kids who frick up in multiple subjects have summer school or repeat, depending exactly how many subjects they failed.

Right there with you.
I’ve got one that I’ve suggested to repeat but it hasn’t happened due to age and social concerns.
Problem is that the kid can’t hack it in math, which is probably the worst subject you can fail since it continually builds on what you have already learned.

I can't say for sure if this is part of the problem. I have never read anything that makes this "official", but it seems like parenting is different today than when we all grew up.
Parents do not hold their kids responsible for anything (of course I don't mean ALL parents) and when a parent takes a child's side, no matter what, then they have no motivation to work towards anything. And the school system has to do something, otherwise they will be back the next year and they have to deal with the same bullshite over and over.

Yeah. I’ve given Fs to a bunch of students. Sped included. If it gets changed, it’s not by me.
