The 8th Amendment allows for remand when the person is a threat to others. You can absolutely remand him to a treatment facility. That would not be excessive in this case.
He's molested multiple family members in the past. He's in possession of child porn and went as far to go around a system installed to notify his wife of accessing it.
I'd very easily argue he's a danger to the minor children in his own home and children in their community.

Are homeland security agents a separate entity from Marshals, FBI, etc or is it merely a catch-all term the media uses to denote federal LEOs?

There's a ban from all other minors. But he has a very clearly defined history of molesting family members. You think he won't diddle his own kids with that wet sack of wife as the one supervising visitation?

I read a recap of the bail hearing. The defense proposed that while on bail he live with a married couple who, wait for it, give piano lessons in their home.

I find this shocking. I could understand allowing supervised Facetime or Zoom, but not this. While I don't believe Anna would ever allow him to do anything to his children, I don't trust her or him in this situation. I would not allow him to hug any of those children. There should at least be some limitation which does not allow him to touch those children. I can't believe the judge thought this was a good idea.
