In my younger days I worked for a while as a helper to a fitter in a fab shop. Bob had many hard and fast rules and one of them was to never use the floating hook on a tape measure. He insisted on holding 1 inch on short measurements and holding 1 foot on long measurements.

My Dad was a GC and when the cuts started to get wild we'd have a tape rule check to see if it was tool or personnel problem. And measurements were quoted to the nearest 16th and being either thick, thin, plus or minus.
Where plus or minus meant in between or a 32nd... and thick or thin being a 64th. You never said 32nd or 64th.... just something like 12 and 1/4 thick; so you marked the the other side of a 1/4 inch mark; or 12 and 1/4 thin and you mark just to the inside; and plus or minus you aimed for the middle of a 16th tick mark. So he wanted you to have a sharp pencil.
