It used to not be allowed, but City got lazy and stopped enforcing rules, and people got crazier.
There is a very easy solution to all this....go back to running the streetcar up to 2 hours before the parade, and starting back 2 hours after (and for Endymion, only stopping the Canal streetcar the morning before) like it used to be. That would make poeple move.

A NOPD officer helped my mom let out the air in someone’s tires that parked in our coveted and rare driveway
this was like 1997 The officer also got the vehicle towed pretty quickly
Our dogs would go after the chicken bones people would just throw. I got off the bus from school the week before on orleans and Carrollton and people would have pissing contests
It’s been bad for about 40 years

There's an even easier solution. Mind your own business.
Your easy solution would put pedestrians in danger of being run over because you can't handle people setting up spots

Set up half a block and rope it off with ropes, tied laddders, fencing, blankets, ice chests, and leave it otu there for a week... not cool
I don't know why this is so hard for your simple mind to understand, except for the fact that you probably are indeed soeone who is obnoxious and doing this all yourself.
