I live fairly close to work/school and typically work 7-4 so BR traffic is rarely an issue for me. We lived off of Juban for years during the I-12 expansion and it was a nightmare.

EBR traffic is the butterfly effect in practice.
Someone sneezes at Whiskey Bay and westbound traffic in Baton Rouge becomes bumper to bumper from the bridge to Bluebonnet on 10 and Airline at 12.
And that’s not just on each interstate. Every surface street from the bridge to those areas becomes jammed with people trying to avoid the interstate.
