Not really. There was a shoot-out with MOVE in the late 70s.

It appears that prior experience with this group prompted a more direct response, better or worse.

There was lots of bad blood between the city and MOVE that led up to the events in 1985.

Rizzo wasnt mayor at the time of this incident. He was mayor or police chief years earlier when there was a conflict with this MOVE group at a different location. In that case they drove an armored vehicle right into the damn house and the situation ended pretty quickly.
