Maybe not one solid sheet, but it could jam up and be a solid ice jam across the river. Say at the Carrolton bend. There comes a point it gets to be all about water temp and wind. It won't get that cold sustained is the issue.

I don't recall the temp - but I've seen it frozen bank-to-bank at Cape Girardeau, Mo. (And no, I didn't try walking across it).
