Yes.
Most states have a cutoff birth date of either 9/1 or 10/1 for beginning elementary school (NYC uses 12/31, but I don't know of any others that late). Almost ALL 17 year old high school graduates will turn 18 before 10/1 of their freshman year of college. The only exceptions would be those who started a year early, or those who skipped a grade.
Does Louisiana use a different date for beginning school?

Yes, we use 9/1. It's pretty common to run into someone 17 in their freshman year here. I had two in my family.
