Other than the southern detour I don't believe there are any viable options to get into Texas to the north until the Toledo Bend dam. Unbelievable.

There are exceptions...
The Nile run south to north. The Red River of the North (ND & MN) does too, I believe.
ETA - The Nile doesn't defy gravity, but it's an exception to the general north to south flow.

Foe the record, 6.13' is the record from 1913. The only time is was higher was the storm surge from Hurricane Ike in 2008.

What about 190 from Merryville crossing over to Texas on 190 to Newton, TX. Is 190 flooded out too?

I-10 bridge between NOLA and Slidell was destroyed in Katrina. They had that bridge up and running FAST. An overpass washing out is a non-issue.

I believe there are significant flooding issues there too. Last I saw the bridge had water on it, so I'd check the LADOT website.

It seems like it would be if hwy 12 is already out of commission and the LA/TXDOT didn't mention it.
