Yeah, that's all fine (so to speak).
Some people think you can sell the assets, gift the money to relatives, and then Medicaid will step in.
That's not the way it works and as taxpayers, we should be glad.
Note:
Medicaid = state
Medicare = federal

Exempt assets are a house, a car and $2000. So he can have that and qualify for Medicaid. Don't sell the house or the car or you'll have to spend the cash down to $2000.

If people could kill themselves and pass their wealth to their loved ones before government could liquidate their entire life savings and give it to medical interests, then that would be bad for the business of medicine.
Relative is chair bound, taking dozens of pills/day, has about half a million in savings, if she lives longer in the US at a 8-9k/month nursing home, how much of that do her loved one's get?
euthanasia due to quality of life at 81 leaves 500k
natural causes at 84 leaves about 20k

If he is a veteran, you'll want to check into the Veterans Administration Aid & Attendance Benefit. Also, in addition to sale of home, there are options such converting life insurance policies, etc. You really want to avoid state pay facilities as a rule of thumb as long as financially possible.

Lots of factors here, if you're serious.
$3500 is still (probably) enough for assisted living.
It isn't enough for 24/7 care in Private Pay. If the person requires 24/7 care Medicaid will take the $3500 and make up the difference.
It all depends on what level of care is required.

Medicaid won't pay for Assisted Living. You probably will need to get someone involved to see if he qualifies for Medicaid. You should be able to lookup a 2016 Medicaid Guide to see what minimum requirements are.
