Prisons typically aren't exactly built on the best of land. If you make it over one or even two fences, you won't get far.

Elayn Hunt and Angola have ditches frickin everywhere and they're isolated enough that you'll know real quick who's out of place.

Look up prisons and you're bound to find them off of major road ways, surrounded by challenging terrain for humans to navigate. Sure there's outliers, but the terrain makes escape hard and construction of additional barricades harder(read more expensive).

Doesn’t have to be 100,000 volts. 220 volts is plenty. Top of each fence has multiple 220 volt electrified wires. And you make ‘em loose so it sticks with them a second on the way back down.

Put microchips in all humans and prison escapes and kidnappings would go down to 0.
