I honestly thought it was dead after BR targeted annexing critical commercial areas, making the math of the tax base not work out

The city of St George, I believe, is now deemed to have been formed as of the date of the passing election (there may be some administrative set up period). The governor will appoint initial elected officials, who then need to stand up a city government which will take some time.
