Probably a bombing. Mass shooting casualties could be mitigated if someone's carrying. A bombing could easily take out many more lives.

Its hard to figure out. It seems to me suicide bombers tend to either mess up or not take down many people a lot.
However, perception isn't reality so I don't really know.
