When I was a kid I remember going to Angola on a field trip and at that time the inmates had just taken a vote, on either getting Cable TV or AC in their bunks.
What would you have voted for?

For the Record they Chose Cable TV.

i could imagine it's a big help to the guards. if the prisoners stay entertained with tv it's probably fewer fights to deal with

When I was in prison we had neither. I managed to escape by swimming across the bay, but was caught. Later, I was asked to help with a raid on the prison to stop a madman who had serious biological weapons on missles in the prison, holding the entire city of San Francisco hostage. We stopped them though with the help of the US military and some fighter jets. The nineties were crazy.

At home I'd say give me no AC as there's a lot of other shite I can keep occupied with.

But in prison, I'd probably want to keep the cable TV.

In prison, Cable

At home, A/C

There is no A/C at Angola yet 6k inmates survive. Open ventilation, fans and misters work wonders. Cable enables the inmates to watch sports and gamble which is at least some form of entertainment

Until the age of 24 I never had more than 4 TV channels. I could do it again as long as I have the freedom to occupy myself outside with hobbies and recreation
