Disclaimer: I didn't read the article.
How would launching off coastal LA save fuel/money over launching from KSC or Boca Chica? Both of those sites are closer to the equator than the LA coast. Launching near the equator would not necessarily save fuel/money; it would allow you to lift a heavier payload.
Also, to launch from LA to the east I assume they would have to get FAA permission for a trajectory that goes over FL.
IDK for a fact, but is SpaceX tailoring their rockets for specific trajectories?

Falcon 9, and to a lesser degree Falcon Heavy, pays the bills.
Falcon 9 launched 165 times last year. All successful.
ETA: Actually, Starlink generates the most revenue. ~ $11B last year. $4.4B for Falcon 9.

It wouldn't. They won't launch from S. Louisiana. They will construct vehicles and support equipment here.
The military has expressed interest in using Starship to rapidly move personnel and materials from one hemisphere to the other in the future. Those missions could launch from other places. I know Australia has been mentioned several times as a potential SpaceX site.
