Solar-powered trash bins around New Orleans

Anyone know if these things have helped keep areas clean?
If people are wondering what I'm talked about, it's a outdoor trash can with solar panels on top that power it to compact itself when it starts to fill. It also alerts the city when it's time to be dumped.
My issue with them is they don't have an opening on all four sides like the traditional bins where you can just toss your empty Lafitte's purple drank cup. The solar-powered bins have an actual drawer type door you have to manually open to toss your shifty beads you some how ended up having around your neck.
I found this gem in a Nola.com article...
I don't know what's more crazy, the $800 price tag on the old ones of the $3K for solar panels.
Any other cities you guys visit or live in utilize them?

1 more thing I don't like touching in NOLA. I usually just sit my hand grenades on top of the solar panel.

LSU is installing these all over campus too but they actually have crews that respond quickly to them.

Sorta my line of thinking? I imagine many people don't feel like opening the trash bin drawer for a variety of reasons and you end up with the same shite laying all around the bin just like an over loaded old-school iron trash can

$800 for an iron trash can? Someone should be executed for that.
I get the value in the $3000 version. Even though it's insanely high, it could easily recoup the cost in lower litter amounts over ten years.

If people throw trash in the street rather than the can, it's pointless.
A solar powered can that alerts the city when full is exactly what NOLA needs to be spending $ on. Nothing else is wrong with the city, nothing at all.

What ever happened to govt goes with the lowest bidder? I will toss out those iron trash cans for $300 a make a killing.

Doesn't matter when you have citizens like I witnessed yesterday, who while walking towards the entrance to Winn Dixie, takes the cigarette out of his mouth and flicks it 6 feet towards the cigarette trash thingy that he could have deviated 2 feet from his path to properly dispose the cigarette in.
And we wonder why LA is LA.

I've seen them when walking around at lunch.....have never seen anyone actually put something in one though.
