Some form of this already occurs in Chinese schools. We housed some girls from China in an exchange program and they told us how the top 10% of kids get to wear an armband of admiration do being on top while the bottom 10% wear a different color armband of shame meant to call th out to your peers.

The Chinese are good at math and racist. If this formula was applied to US citizens it would be comedy gold. Except for that it would turn into a Scarlett Letter or gold star on the shirt badge of "dishonor".
