You are right, those signs were meaningless in Louisiana, there was no law to back them up.
Also, private property rights are important, you should respect the wishes of those when you are a guest on their property.

They have been, at the time Baton Rouge put in a law prohibiting them from BREC parks it was legal for them to do so. There is now state law that prevents locals from making laws like the one BR has on the books for BREC but the BREC law was grandfathered in.

There was never a law outlawing carrying AT a parade.
This is one of those you will still get a ride even if you evade the charge though. Better to ride than to die though...
