Sleeper agents in the U.S.

Another topic in the office this morning that is actually kind of thought provoking...
With all of the trouble going on with the shootings, etc., would it be out of the realm of possibility that sleeper agents from other countries could be responsible? For instance, let's say that since Russia knows how precarious race relations here are, what if some of our police are actually "sleeper agents" to cause as much disruption as possible? With the war talk and moves by Russia, weakening us from the inside may actually make sense. Or, what if it designed by our own government to either divert attention or sway opinion for their own agenda? I mean, Hillary's stuff is suddenly forgotten about...

It's known that Russia tried to influence the student, civil rights, and antiwar movements in the sixties without much success, and finally gave up in frustration. The groups were too loosely organized and/or didn't match up with Russia's agenda.
That being said, any hypothetical sleeper agents would be after bigger fish than trying to stir up shite in random cities. They'd be trying to steal military or industrial secrets, hack into secure computer systems, etc.
