The chick will obviously keep fricking the other guy. Her husband will be none the wiser, and she'll eventually divorce him and take his money and kids.
I couldn't stand next to the hubby without feeling like a POS for not saying anything. I'm an a-hole, but I'm an honest a-hole with morals. I'd call the dude and tell him what was up

Honesty is the best policy
1. Tell the SIL she has 1 day to confess or you are going to tell the BIL
2. Tell the BIL everything even after she confesses just to make sure the story is not twisted which it certainly will be
The fact that the other guy drove off so quickly is more proof they were doing the nasty
Oh and OP, you must live in a really trashy town or have a really trashy family if the local car wash is deemed the preferred place to hook up
