You forget that the money paid out from lawsuits doesn't come from the police budget, but from the municipality. It's not like the police feel the sting from lawsuits- it's the taxpayers. As long as the taxpayers continue to accept higher taxes to support their police, nothing's going to change. The popo are playing with house money.

Sure, under certain circumstances, but if you weren't negligent (drunk, texting), you're probably not getting charged with anything.
