She needs to go to the office with all of her “paperwork” immediately. As long as she has something from a doctor, even out of state, there’s not much they will do. She will owe all damages even with an emotional support animal so she should at least expect to pay for new carpet. Not sure in the several emotional support animals thing.

Why would you move into a place that doesn't allow animals if you want to own an animal? Yeah the landlord should kick her out and people who fake service animals should be fined heavily.

Didn’t you know? Most emotional support dogs are restricted breeds. Having something you aren’t supposed to must cause a lot of emotional distress.
