Must never have heard of the Beastie Boys, Run DMC, NWA, and 2 Live Crew (to mention a small amount of just 80s rap).

There are plenty of people who can't sing who are in music. Vocals is just one portion of a band and plenty of classical composers never sang, but I would consider their arrangements to be music.
