OP, take the advice others have given and keep your nose clean.
Provide just enough snide remarks to your wife that she sides with you without being offensive. Take advantage of each and every chance to butter your MIL up so much you're now the favorite. Start sentences with such words as "I wish" and "I hope" with her... Over-Hug drop in the occasional "I cannot thank you enough...".
You are in rare territory. Get to work.

Ask when the house is supposed to be finished. Offer them the name of a good attorney since two years is beyond realistic.
Ask to see the mythical house so you can better gauge what kind of house warming gift is appropriate, and when you should purchase it.
Understand that the mooches are cheating you, your wife, and your kids of building a relationship with your in laws. It is like hitting on an OT 8 with her troll friend answering for her and blocking you.
If all else fails you need to get a wingman to help.
Mow their lawn. Bring the two in laws weekend breakfast. Take dad fishing. Take mom for coffee. When the deadbeats try to come, tell them that you are planning a big get together for all but for now, you need to spend time alone with mom, dad or mom and dad. Keep them out long enough to where piggy has to prepare some meals. Tell Bro in law that you will have dad out all day so he will need to cut the grass.
You can play them like a fiddle and still send a message at every opportunity that they are not welcome to have their time and yours with your in laws.
Good luck.
