The first version of the bill to enact a stolen valor law was very broad and basically said it was illegal to lie about military service or wear medals you didn't earn; it was deemed unconstitutional by the Supreme Court because it "violated First Amendment rights."
They wrote a new version, signed into law in 2012, that more clearly defined stolen valor and made it a Federal crime "for an individual to fraudulently hold oneself out to be a recipient of any of several specified military decorations or medals with the intent to obtain money, property, or other tangible benefit."
