The problem is the collection / left around both for bikes and scooters.
If they are not required to be returned to a zone or rack, the company needs to be constantly picking them up.
There’s a lot of chance for them to fail to pick up quickly enough, which leads to this trashiness.

they get left in bunches by homeless and others. Its not a fool proof method and neighborhoods and cities had to literally ban them to keep from looking like a mess. Its really simple to understand. If you didnt live here at the time it was bad then you wouldn't understand.
