Seems to be a species of encrusting sponge and an invasive volitan lionfish. We need to see more of this reef to render a true verdict...

well ill play....... That picture is the exact reason it is threatened. That is a Lion Fish. they are an invasive species from the pacific ocean and have no natural predators yet. Some sharks and groupers are learning to eat them though.

That's what I was thinking,..what if the runoff and industry has actually helped it to grow?

I think the thought is that all reefs are important and all are threatened. And more often that not humans frick things up rather than making them better.

They're not particularly evasive. They just sit there so you can kill them. They have no reason to run because they don't have any natural predators.
