yep.
Airforce be dropping little metal flakes in storms and these peoples be controlling it or coaching the storm on how to move in any direction they want it.

To be fair.. there is some viability to the idea that we can control the weather.. or steer storms

It's called cloud seeding. Drop silver iodine tablets into the clouds to increase precipitation. Was on the fringe for several years, now I think its common.
