I think what has me confused is how they have "video surveillance" of 3 men setting up a tent next to the girls on some random mountain side? Unless the girls were filming videos and caught the men in the background or something.

If the "tourist" village you stop in looks like this then it might be a trap.
As far the caught on camera part. It sounds like they used the ID they found to reference local cameras and may have spotted the men in proximity to the women.
