At least in BR they tell them for a few days leading up to the clean out AND they send in charity groups to try to place them.
It does ZERO good. Some people choose that life, it may be due to illness, mental illness, addiction or something else fricked up but ultimately it is a choice. If they just get an address at a group home they will get cash benefits from the government and they still choose to live on the street.
