I happened to drive by the intersection today One thing I noted was there was no shoulder. Joe was in the turning lane when he pulled on side of Gasser.
I saw many say that it was aggressive to pull on side of him on the shoulder, but that is just a turning lane and we don't know if words were exchanged there. It's not like he drove off the road to get on side of him.
