Being a former school board attorney I will give you the fear of litigation, but really the cause is the root of all evil. Money.
Recess requires equipment, school nurse etc and is expensive.
The shite food is same cause but the feds are totally at fault on this shite. They subsidize shite and make it impossible to get good healthy food and then there is ridiculous food pyramid bullshite. They have been owned by big con-agri forever. This is where RFK and the MAHA moms can help
