I've driven Houston to Baton Rouge since 1991 and have never seen anyone exit at Washington. Ever.

There are a few I see a month that stop at the 10/110 merge until they can cross over to the exit but that's not what's causing the traffic. The problem is the 18 wheelers (and some normal vehicle drivers) coming off the bridge that feel it is necessary to merge over before they get to the Washington Street exit even though the lane they are in continues.
