Most dogs flying are probably emotional support dogs with BS credentials to avoid the extra fees.

Therapy dogs are by far the least trained of the two and are a lot of the time just normal pets. They aren't trained to perform any tasks or services for the owner besides companionship. This one is abused far more often than service dogs.
To be a true service dog, that dog has to be able to perform a task or service for its owner that has an ADA disability. Standard examples are seeing eye or seizure alert. You are a confused about the terminology. There are 3 types of dogs that commonly get mixed up.
Service dogs are trained to perform a task for their disabled handler, allowed public access with their handler by the ADA and Rehab Act.
Emotional Support Animals mitigate their owner's disability by their presence, comfort. Allowed in no pet housing by the FHA and on airlines by the ACAA.
Therapy dogs are pets that are trained and certified by an organization so that their owner may take them into hospitals, rest homes, libraries, etc, with the facilities permission, in all other ways they are treated the same as pets. Look up Therapy Dogs International for more info on them.

Then why allow them for blind people? Many blind people get along just fine using a cane. There are many types of service dogs where there is no alternative to what the dog is able to do.

Put people on the no-fly list who are so fricked up as to need a comfort or service animal. Anyone this delusional is an air security risk. Problem solved.
