Careful with this statement. It does not apply to every AT&T user. Some are on older plans with unlimited data, where contract-price phones actually are cheaper in the long run.

There was a day back in Feb of this year that AT&T made the "cut-off" day for the 2yr contract plans. They didn't retroactively change the pricing of people under a contract.. but any 2yr contract after February whatever, 2014 is subject to the new, more expensive pricing.
So eventually, when everyone's 2yr contract is up and they go to get another 2yr contract they will be subject to the new pricing. And it's basically a wash between that and the other plan.
ETA: but yea not sure how it works with unlimited data plans.

And I think it only applies to data plans 10gb or higher, otherwise the discount is only $10 a month

Wife and I are on an old unlimited data plan, and just in the past month we both got new phones for the subsidized price with new contracts (her an iPhone 6 and me a Nexus 6). Kept our original plan (hell, I even did mine online, which was surprising that AT&T's site didn't try to trick me into getting off my unlimited).
For us, there is no scenario in which it would be financially sound to switch to the newer plans, even though we pretty much never go over 10GB (or even 5-6gb) between the two of us.

Both are correct.
The $599 or $24.99 payment plan is without a contract.
The $99 is with a 2 year contract.

If you have the 2 year contract, your bill is probably $25 more per month than it would be if you switched to the 'Next' plan and paid for your phone in $25 installments for 2 years. Basically, it pays off to switch to the Next plan if you keep your phones for longer than 2 years. Any less time, and it's pretty much a wash.

I am with CSpire as well. I went Monday to check on this exact thing. They no longer have the 5c 16 gb. It's either the 8 gb for free or the 32 for 49. The 5s is 100 samolians. That was the price to upgrade.
