First of all, if any of these trees cause damage to your property, you file an insurance claim with your insurance company. That's it, you are finished worrying about who has the liability. But, if your insurance company could prove that this was a known hazard and you failed to act or mitigate, then they could deny the claim.

Act of nature unless you sent them a letter stating they are dead and a risk to your property. And even then it is not cut and dry.

I have a hard time believing a letter from a random person stating a tree is dead is sufficient proof that it actually is dead.

Dead is dead. A diseased tree might need an arborist but if it's fully dead I would think pictures are sufficient.
